95 7.1 power stroke overdrive flashes off, and slipping transmission. Great on highway though

Without more information, it will be difficult to pinpoint the issue.
It sounds like you have internal transmission issues as indicated by the slipping transmission and OD light flashing off. Great on highway would indicate that in high range all clutches are engaged as you are in Direct Drive. More than likely the clutch involved in lower gears is also engaged in OD. This would be the suspect failing clutch.
I would recommend seeking out an accomplished transmission shop.

P1139 water in fuel circuit
